Dailymotion is a French video sharing platform operated by Dailymotion SA (Vivendi group). The embedded Dailymotion Player sets cookies for analytics and advertising and loads US ad partners. EU first hosting but consent is required.
Dailymotion is one of the largest European video sharing platforms. Operated by Dailymotion SA in Paris and owned by Vivendi (Canal+ group), the platform hosts user generated and editorial video, monetises it through programmatic advertising and offers a publisher embed (the standard Dailymotion Player) and a premium offering for publishers (Player Pro). The platform has a French legal entity, French DPO and primary EU hosting.
The embedded player sets several cookies on the dailymotion.com domain: ts and ts_c (1 year, session and consent state), ff (1 year, feature flags), x1.cid and x1.uid (1 year, user identification used for audience and advertising), v1 (session, player state), s_session_id (session, session identifier) and qos (session, quality of service). The player also loads third party tags from Google Ad Manager, Magnite (formerly Rubicon), Index Exchange and several SSPs, which set their own cookies.
All Dailymotion Player cookies fall under ePrivacy art. 5(3): prior consent is required, even for the audience measurement cookies because Dailymotion combines them with advertising. The CNIL has a 2022 deliberation on video embeds that explicitly requires consent for the Dailymotion ecosystem. As a French company Dailymotion follows the IAB Europe TCF v2.2 specification and supports the Google Consent Mode signal. Joint controllership under GDPR art. 26 applies between the publisher and Dailymotion SA for the audience data shared with the platform.

The core Dailymotion platform runs in the EU (France and Google Cloud Belgium and Netherlands). However the embedded player loads tags from Google Ad Manager, Magnite, Index Exchange, OpenX and other SSPs, most of which are US headquartered and transfer the IP and the cookie ID to the United States. These transfers happen even on an EU only Dailymotion deployment because the ad partners are loaded client side at play time. Player Pro lets you disable ads to remove that surface.

DPIA considerations
A DPIA is recommended for any Dailymotion embed because the standard player loads multiple ad partners and an audience measurement script. The DPIA should document the cookies set by the player, the advertising ecosystem (Google Ad Manager, Magnite, Index Exchange), the IAB TCF v2.2 signal, the option of Player Pro without ads, the integration with the publisher CMP and the retention of the visitor audience profile that Dailymotion builds on its own properties.
