Brands and agencies use it to plan, target and measure creative campaigns served on publisher inventory through real time bidding. The platform combines a tracking pixel on advertiser sites with creative delivery and audience analytics.
Pixel Motion sets advertising cookies, captures the IP address, user agent, page URL, viewable impression events, click events, video completion rates and audience segment membership. Bid signals are exchanged with downstream demand side platforms during programmatic auctions, expanding the data flow far beyond the original advertiser site.
Cookie storage triggers Article 5(3) of the ePrivacy Directive and requires prior consent. The Belgian DPA decision against IAB Europe, confirmed in 2024, makes it clear that bid request data must be treated as personal data and that the publisher and the advertiser remain responsible for the consent signal transmitted in the TC string.
