# OneTrust alternatives for small businesses: 8 CMPs compared (2026)

By Roland Vekemans · Published 31 October 2026 · 7 min read

In short

The best OneTrust alternatives for a small business are usually CMPs focused on cookie consent, with public prices and self-service setup: FlowConsent, Usercentrics, Cookiebot, CookieYes or Axeptio. If you also need data subject requests or data mapping, Osano and Ketch publish entry prices, while Didomi, TrustArc and Transcend stay on quote like OneTrust. Before you switch, check four things: blocking before consent, Google Consent Mode v2, an exportable consent log and IAB TCF if you sell ad inventory.

OneTrust is one of the largest privacy software vendors in the world, and its cookie banner is used on many enterprise websites. For a small or mid-sized business, it is often more than the job requires, sold through a process built for large accounts. This guide explains why SMBs look for OneTrust competitors, what OneTrust costs, and which alternatives fit which situation. If you are starting your selection from scratch, our guide on [how to choose a consent management platform](https://www.flowconsent.com/en/blog/how-to-choose-consent-management-platform) lists every criterion.

Prices below are the public prices listed by each vendor on their pricing pages in October 2026, excluding VAT. CMP pricing changes often: check the vendor's page before you buy.

## Why do small businesses look for OneTrust alternatives?

### A platform much larger than a cookie banner

OneTrust, founded in 2016 in Atlanta, sells a platform that covers privacy operations, data mapping, data subject requests, third-party risk and AI governance. Cookie consent is one module among many. It is a strong module: OneTrust is registered with the IAB TCF under CMP ID 28, appears on Google's list of certified CMPs, supports more than 250 languages and covers websites, mobile apps and connected TV.

An SME with one or three websites uses a small part of that depth. It still has to configure a tool designed for multi-country groups, with geolocation rules, template libraries and a long list of settings.

### No public pricing

OneTrust does not publish prices for its consent solution. The product page leads to a demo request, and the amount depends on traffic, modules, number of sites and support level. You cannot budget before talking to sales.

### An enterprise buying cycle

There is no self-service sign-up with listed prices. Contracts are usually annual, and a rollout often involves the OneTrust team or an implementation partner. OneTrust has also folded CookiePro, its former offer for mid-sized websites, into its main platform, so the lighter entry point that small sites once used is now part of the same sales process.

## How much does OneTrust cost?

There is no official price list. The procurement platform Vendr, which aggregates real software purchases, reports a median annual OneTrust contract of about $12,000 across 309 recorded purchases, with an observed range of $1,620 to $48,215 per year. These figures mix every kind of scope, from a simple banner to multi-module deployments: they are a reference point, not a quote.

For comparison, several CMPs in this guide are free for small sites and cost between €7 and €50 per month for a typical SME. To see what your current setup really costs, **compare the cost of your current CMP** with our [free CMP cost comparator](https://www.flowconsent.com/en/compare): it gives a figure in a few seconds for your traffic.

## What to check before choosing a OneTrust alternative

Leaving OneTrust should not mean lowering your compliance. Whatever you pick, check these points. If you need a refresher on the role of the tool, read our explainer on [what a consent management platform is](https://www.flowconsent.com/en/blog/what-is-consent-management-platform-cmp).

1. **Blocking before consent.** Analytics and advertising tags must not load before the visitor accepts. This is the core of the [GDPR](https://www.flowconsent.com/en/laws/gdpr) and ePrivacy rules for cookies.
2. **Google Consent Mode v2.** Required by Google since March 2024 to keep measurement and ad personalisation for visitors in the European Economic Area.
3. **An exportable consent log.** Article 7(1) GDPR requires you to demonstrate consent. Our guide on [proof of cookie consent](https://www.flowconsent.com/en/blog/proof-of-cookie-consent-what-to-store) lists what to keep.
4. **IAB TCF, if you need it.** Only publishers selling ad inventory through programmatic platforms need it. Our [TCF guide](https://www.flowconsent.com/en/blog/tcf-2-2-transparency-consent-framework-guide) explains when it applies.
5. **US laws, if you have US traffic.** OneTrust handles state-by-state rules such as the [CCPA/CPRA](https://www.flowconsent.com/en/laws/ccpa-cpra). Check that your alternative covers what you actually need there.
6. **Billing unit.** Sessions, page views, unique visitors or pages: the same site can cost very different amounts depending on the unit.

FlowConsent is a concrete example of a tool built around these points for small sites: it blocks scripts before consent, sends Consent Mode v2 signals and stores each choice as exportable proof, with a price listed on its website.

## The best OneTrust alternatives for small businesses in 2026

### Cookie consent only, with public prices

**1. FlowConsent.** A French CMP billed by sessions: free up to 25,000 sessions per month, then €14.99/month up to 100,000 sessions on the Pro plan, which covers three domains. Setup takes about ten minutes with one script, without Google Tag Manager. It includes Google Consent Mode v2, blocking before consent, automatic cookie scanning, an exportable consent log and hosting in Europe. Limit to know: no IAB TCF today, and no DSAR or data mapping modules. Detailed comparison: [OneTrust vs FlowConsent](https://www.flowconsent.com/en/comparison/onetrust-vs-flowconsent).

**2. Usercentrics.** Session-based pricing from free (1,000 sessions) to €50/month for 50,000 sessions, with IAB TCF and cross-domain consent from the €30 plan. Google-certified, 60 languages and geolocation rules. See [Usercentrics vs FlowConsent](https://www.flowconsent.com/en/comparison/usercentrics-vs-flowconsent).

**3. Cookiebot.** Priced per domain by number of subpages: free up to 50 subpages, then €7 to €90 per month. Google-certified with IAB TCF. Content-heavy sites pay more as they publish more pages. See [Cookiebot vs FlowConsent](https://www.flowconsent.com/en/comparison/cookiebot-vs-flowconsent) and our list of [Cookiebot alternatives](https://www.flowconsent.com/en/blog/best-cookiebot-alternatives).

**4. CookieYes.** Free up to 5,000 page views per month, then from about €9/month for 100,000 page views, with $0.30 per 1,000 extra page views on paid plans. Google-certified with IAB TCF. See [CookieYes vs FlowConsent](https://www.flowconsent.com/en/comparison/cookieyes-vs-flowconsent).

**5. Axeptio.** A French CMP known for its design, billed by page views: free up to 200 visitors per month, then €7 to €129 per month, with IAB TCF from the €29 plan. See [Axeptio vs FlowConsent](https://www.flowconsent.com/en/comparison/axeptio-vs-flowconsent).

### Privacy platforms with published entry prices

**6. Osano.** Consent plus data subject requests, data mapping and vendor risk. Free up to 5,000 visitors on one domain, Plus at $199/month for 30,000 visitors and three domains, and a Basic Privacy plan on quote. Google-certified, with IAB TCF and GPP. See [Osano vs FlowConsent](https://www.flowconsent.com/en/comparison/osano-vs-flowconsent).

**7. Ketch.** A privacy platform with a free plan up to 5,000 unique users, Starter at $150/month up to 30,000, and Plus from $499/month billed annually. Google-certified and registered with the IAB TCF. Data subject rights and data mapping are sold separately. See [Ketch vs FlowConsent](https://www.flowconsent.com/en/comparison/ketch-vs-flowconsent).

### Enterprise suites on quote

**8. Didomi.** A French CMP for enterprises and publishers, IAB TCF (CMP ID 7), 45+ languages, A/B testing, web, apps and connected TV. Three plans on quote, billed per monthly unique visitor. See [Didomi vs FlowConsent](https://www.flowconsent.com/en/comparison/didomi-vs-flowconsent).

TrustArc and Transcend play in the same league as OneTrust: full governance platforms, Google-certified, sold on quote after a demo. They make sense if you are replacing the whole OneTrust suite, not just the banner. All our side-by-side reviews are in the [CMP comparison hub](https://www.flowconsent.com/en/comparison).

## Which OneTrust competitor fits your case?

- **You only use OneTrust for the cookie banner:** a cookie-focused CMP with public prices (FlowConsent, Usercentrics, CookieYes) covers the need at a fraction of the cost.
- **You sell programmatic ads:** IAB TCF is required. Shortlist Usercentrics, Cookiebot, CookieYes, Axeptio or Didomi.
- **You also handle data subject requests and data mapping:** Osano or Ketch, which publish entry prices.
- **You run a privacy program across many countries and channels:** compare OneTrust with Didomi, TrustArc and Transcend; the cheaper tools will not replace the whole suite.
- **You manage several small sites:** check how many domains each plan includes. FlowConsent Pro and Osano Plus include three.

The same logic applies to other vendors: our guides to [iubenda alternatives](https://www.flowconsent.com/en/blog/best-iubenda-alternatives) and Cookiebot alternatives use the same criteria.

## Is there a free OneTrust alternative?

Yes, for the cookie banner. FlowConsent is free up to 25,000 sessions per month with a consent log included. Osano and Ketch are free up to 5,000 visitors or unique users, Usercentrics up to 1,000 sessions and CookieYes up to 5,000 page views. None of these free plans includes the governance modules that OneTrust sells, such as data mapping or vendor risk.

## How to switch from OneTrust without a compliance gap

1. **Export what OneTrust holds:** cookie list, categories and consent records. Keep the records as long as you may need to prove past consents.
2. **Scan your site** with the new tool and compare the result with your OneTrust cookie list.
3. **Recreate the categories and banner texts**, with Accept and Reject buttons of equal weight.
4. **Replace the OneTrust script** (loaded from `optanon.blob.core.windows.net` or `cdn.cookielaw.org`) with the new snippet in the same release, so two banners never run together.
5. **Test three scenarios** in a private window: before any choice, after Accept and after Reject. No tracking request should leave before consent, and Consent Mode signals should change with each choice.

Visitors will see the banner again after the switch, because the new tool does not read OneTrust's consent cookie. This is expected and keeps consent valid.

## How FlowConsent handles a switch from OneTrust

FlowConsent is built for teams that use OneTrust only for the cookie banner and want a tool they can run themselves. The automatic scan lists the cookies and third-party services on your site, so you can check them against your OneTrust inventory. Scripts are blocked before consent, Google Consent Mode v2 is built in, and every choice is stored as exportable proof, hosted in Europe. Installation takes about ten minutes, with integrations for Webflow, WordPress, Shopify, Wix, Framer and Google Tag Manager. The plan is free up to 25,000 sessions per month, then €14.99/month up to 100,000 sessions. Our guide to [migrating from another banner](https://www.flowconsent.com/en/doc/migrating-from-other-banner) covers each step, from removing the OneTrust snippet to testing the new one.

### How much does OneTrust cost?

OneTrust does not publish prices: its consent solution is sold on quote after a demo. According to the procurement platform Vendr, the median annual OneTrust contract is about $12,000 across 309 recorded purchases, with a range of $1,620 to $48,215 per year. Those figures cover every scope, from a simple banner to several modules, so only a OneTrust quote is binding.

### Is there a free alternative to OneTrust?

Yes, for the cookie banner. FlowConsent is free up to 25,000 sessions per month with a consent log included. Osano and Ketch are free up to 5,000 visitors or unique users, Usercentrics up to 1,000 sessions and CookieYes up to 5,000 page views. None of these free plans includes OneTrust's governance modules, such as data mapping, vendor risk or AI governance.

### Who are OneTrust's main competitors?

For a full privacy platform, OneTrust's closest competitors are TrustArc, Transcend, Didomi, Osano and Ketch. For cookie consent only, small and mid-sized businesses usually compare Usercentrics, Cookiebot, CookieYes, Axeptio and FlowConsent. The right group depends on whether you use OneTrust for the whole compliance program or only for the banner on your websites.

### Does a small business need IAB TCF?

Only if it sells ad space through programmatic platforms such as Google AdSense or other ad exchanges that require TCF signals. A business site that uses Google Analytics and Google Ads needs Google Consent Mode v2, not the TCF. If you do need the TCF, OneTrust, Usercentrics, Cookiebot, CookieYes, Axeptio and Didomi support it, while FlowConsent does not offer it today.

### How do I replace the OneTrust cookie banner on my website?

Export your OneTrust cookie list and consent records, scan your site with the new tool, then recreate your categories and banner texts. Remove the OneTrust script and add the new one in the same release so two banners never run together. Finally, test before any choice, after Accept and after Reject to confirm that no tracking starts before consent.
