# Borlabs Cookie alternative: 7 consent tools compared on price and features (2026)

By Roland Vekemans · Published 25 October 2026 · 8 min read

In short

The right Borlabs Cookie alternative depends on why you want to leave. If you stay on WordPress and want a free version, look at Real Cookie Banner or Complianz, which both offer one. If some of your sites are not on WordPress, you need a platform-independent CMP such as FlowConsent, CCM19, Cookiebot or Usercentrics. If you sell programmatic ads, keep IAB TCF on your checklist, because not every alternative supports it.

Borlabs Cookie is a WordPress plugin made by Borlabs GmbH, a German company founded in 2018. It is the reference consent plugin in the German-speaking market, and Borlabs says it runs on more than 200,000 websites. It is a solid tool. Sites usually start looking for a Borlabs Cookie alternative for practical reasons: a new site on Shopify, Webflow or Framer, the yearly licence, or the work of keeping a plugin up to date. This guide explains what Borlabs Cookie costs in 2026, compares seven alternatives on public prices and features, and shows how to switch without a compliance gap. If you are still defining your requirements, start with our guide on [how to choose a consent management platform](https://www.flowconsent.com/en/blog/how-to-choose-consent-management-platform).

Prices below were checked on each vendor's website in October 2026. Borlabs Cookie's prices were checked on its pricing page on 25 October 2026. CMP prices change often, so check the vendor's page before you buy.

## What Borlabs Cookie does well

Before looking elsewhere, it helps to be clear about what you would give up.

- **Self-hosted consent data.** Borlabs Cookie runs entirely inside your WordPress site. According to Borlabs, no visitor data is sent to Borlabs: consent decisions are processed and stored on your own server.
- **A large library of services.** The plugin ships with more than 370 ready-made packages for services and content blockers (YouTube, Google Maps, analytics, ad pixels), and a scanner that suggests the right packages for your site.
- **Content blockers.** External content such as YouTube videos or maps is replaced by a placeholder until the visitor consents. Scripts, stylesheets and web fonts can be blocked the same way.
- **Ad tech and Google support.** Borlabs Cookie is certified for IAB TCF (version 2.4 on its pricing page) and supports Google Consent Mode v2 in basic and advanced mode, as well as Microsoft UET Consent Mode.
- **Accessibility and languages.** Borlabs states WCAG 2.1 AA compliance and native translations in eight languages, with support for WPML, Polylang, TranslatePress and Weglot.

If all your sites run on WordPress and you are happy to manage a plugin, Borlabs Cookie remains a reasonable choice. The rest of this guide is for sites where it does not fit.

## Borlabs Cookie pricing in 2026

Borlabs Cookie is sold as a **yearly licence per number of websites**. Every licence includes all features, with unlimited page views and subpages. Prices exclude VAT:

- **Personal:** €49/year, 1 website.
- **Business Small:** €79/year, 3 websites.
- **Business Medium:** €109/year, 5 websites.
- **Business Large:** €179/year, 10 websites.
- **Agency Small:** €229/year, 25 websites.
- **Agency:** €499/year, 99 websites.

Is Borlabs Cookie free? No. There is no free version, no trial and no demo. Borlabs offers a 30-day money-back guarantee instead, and suggests starting with a Personal licence. When a licence expires, the plugin keeps working with restrictions: no updates, no support, and the scanner and the service library stop working because they rely on Borlabs' servers.

## Why look for a Borlabs Cookie alternative?

### Some of your sites are not on WordPress

Borlabs Cookie is available only for WordPress. Borlabs states that there are no plans for Shopify, Webflow, Wix, Squarespace, TYPO3 or other systems. A company with a WordPress blog and a Shopify store, or an agency with clients on several platforms, ends up running two consent tools with two configurations.

### There is no free version

A small association site or a side project pays at least €49 a year plus VAT. Several alternatives have a free plan or a free plugin.

### A plugin needs maintenance

A plugin lives inside WordPress. It has to be updated, it can conflict with caching and minification plugins, and an expired licence stops the scanner. Our [WordPress cookie consent guide](https://www.flowconsent.com/en/blog/wordpress-cookie-consent-gdpr-guide) lists the most common traps, such as caching plugins that serve pages with tracking already loaded.

### The consent log is in your database

Storing consents on your own server is a strength for data protection. It also means that backups, exports and retention are your job, site by site. Article 7(1) of the [GDPR](https://www.flowconsent.com/en/laws/gdpr) requires you to demonstrate consent, so you need to be able to find these records when a regulator asks.

## What to check before you switch

A banner is only the visible part of a CMP. If you need a refresher on what the tool should do, read our explainer on [what a consent management platform is](https://www.flowconsent.com/en/blog/what-is-consent-management-platform-cmp). Then check five points:

1. **Real blocking before consent.** Analytics and advertising scripts must not run before the visitor accepts, and embedded videos or maps need a placeholder.
2. **Google Consent Mode v2**, if you use Google Ads or GA4 with visitors in the EEA.
3. **Exportable proof of consent**, kept as long as you may need it.
4. **IAB TCF**, only if you sell ad inventory through programmatic platforms.
5. **Platforms, domains and languages** included in the plan you would actually need.

Then work out the real cost for your number of sites and your traffic. You can compare the cost of your current CMP in a few seconds with our [free CMP cost comparator](https://www.flowconsent.com/en/compare).

## The 7 best Borlabs Cookie alternatives in 2026

### 1. Real Cookie Banner (WordPress)

Real Cookie Banner, by devowl.io, is the most direct alternative if you stay on WordPress. A free version is available on wordpress.org with the features needed for a compliant setup; the PRO version adds design presets and most service templates. PRO costs €59/year for 1 website, €89 for 3, €129 for 5, €229 for 10 and €299 for 25. These prices include VAT, unlike Borlabs Cookie's, and each licence also covers the same number of staging sites. It supports IAB TCF 2.2 and newer, and is translated into 19 languages.

### 2. Complianz (WordPress)

Complianz is a WordPress privacy suite with a free plugin on wordpress.org. Premium costs $59/year for 1 website, $179 for 5 and $399 for 25. Beyond the banner, it generates legal documents such as cookie and privacy policies, keeps records of consent and supports Google Consent Mode v2. Complianz also offers a separate Shopify app.

### 3. FlowConsent (any platform)

FlowConsent is a hosted CMP: you add one script, so the same tool works on WordPress, Shopify, Webflow, Wix, Framer or a custom site. On WordPress, the snippet goes in the header through WPCode or a child theme, as described in our [WordPress installation guide](https://www.flowconsent.com/en/doc/install-wordpress). It is free up to 25,000 sessions per month, then €14.99/month up to 100,000 sessions on the Pro plan. It includes Google Consent Mode v2, script blocking before consent, automatic cookie scanning, exportable proof of consent and hosting in Europe. What it does not do: it is not a WordPress plugin, it does not generate legal documents, and it does not offer IAB TCF today. On the Free plan, the banner is deployed through your own Cloudflare account; on Pro, deployment takes one click.

### 4. CCM19

CCM19 is developed by Papoo Software & Media GmbH in Bonn, Germany. It offers a WordPress plugin, an embed code for other systems, a cloud version and a self-hosted version on your own server. The free plan covers 5,000 page views per month. It supports Google Consent Mode v2 and IAB TCF.

### 5. Cookiebot

Cookiebot bills per domain according to the number of subpages its scanner finds: free up to 50 subpages, Premium Lite at €7/month, then from €15 to €90/month per domain as the page count grows. It is Google-certified and supports IAB TCF. Our guide to [Cookiebot alternatives](https://www.flowconsent.com/en/blog/best-cookiebot-alternatives) explains when this model becomes expensive. Comparison: [Cookiebot vs FlowConsent](https://www.flowconsent.com/en/comparison/cookiebot-vs-flowconsent).

### 6. Usercentrics

Usercentrics bills by sessions: free up to 1,000 sessions, then €7/month for 1,500, €15 for 3,000, €30 for 15,000 (three domains, IAB TCF) and €50 for 50,000. It works on any platform. Comparison: [Usercentrics vs FlowConsent](https://www.flowconsent.com/en/comparison/usercentrics-vs-flowconsent).

### 7. CookieYes

CookieYes offers both a WordPress plugin and a hosted version. Its free plan covers 5,000 page views per month. The Basic plan costs about €9/month for 100,000 page views, with higher plans up to about €50/month. It supports IAB TCF. Comparison: [CookieYes vs FlowConsent](https://www.flowconsent.com/en/comparison/cookieyes-vs-flowconsent).

We applied the same method to iubenda in our guide to [iubenda alternatives](https://www.flowconsent.com/en/blog/best-iubenda-alternatives). All our side-by-side reviews are in the [CMP comparison hub](https://www.flowconsent.com/en/comparison).

## Is there a free Borlabs Cookie alternative?

Yes, with trade-offs. Real Cookie Banner and Complianz both have a free WordPress plugin, with fewer templates and features than their paid versions. FlowConsent is free up to 25,000 sessions per month on any platform, with a consent log included. CCM19 and CookieYes have free plans limited to 5,000 page views per month, and Usercentrics to 1,000 sessions.

## Borlabs Cookie vs Real Cookie Banner vs Complianz

- **Borlabs Cookie vs Real Cookie Banner:** both are German-market WordPress plugins with content blockers, scanners and IAB TCF. Real Cookie Banner has a free version and includes staging licences; Borlabs Cookie has no free version. For one site, Borlabs costs €49 plus VAT and Real Cookie Banner PRO €59 including VAT, so the prices are close.
- **Borlabs Cookie vs Complianz:** Complianz adds legal document generation and a free plugin, and bills in dollars on its pricing page. Borlabs focuses on consent and content blocking.

## How to switch from Borlabs Cookie without a compliance gap

1. **Export what you have:** list of services, groups and content blockers, and your consent history. Keep the records as long as you may need to prove past consents (see [what proof of consent to store](https://www.flowconsent.com/en/blog/proof-of-cookie-consent-what-to-store)).
2. **Recreate your services and categories** in the new tool, and compare its scan with your Borlabs configuration.
3. **Plan the content blockers.** YouTube videos and maps that Borlabs replaced with a placeholder must stay blocked with the new tool. For videos, the privacy-enhanced YouTube domain is covered in our guide to [youtube-nocookie](https://www.flowconsent.com/en/blog/youtube-nocookie-embed-videos-without-cookies-gdpr), but it does not replace consent on its own.
4. **Keep Accept and Reject buttons of equal weight**, as the CNIL, the EDPB and the German data protection conference (DSK) expect.
5. **Deactivate Borlabs Cookie and install the new tool in the same release**, then clear every cache, so two banners never run together.
6. **Test in a private window:** before any choice, after Accept, after Reject. No tracking request should leave before consent.

Visitors will see the banner again after the switch, because the new tool does not read Borlabs' consent cookie. That is expected and keeps consent valid.

## How FlowConsent handles a switch from Borlabs Cookie

FlowConsent suits sites that want one consent tool across WordPress and other platforms, without a plugin to maintain. When you create your banner, the automatic scan detects the cookies and third-party services on your site, so you can check them against your Borlabs services. Scripts are blocked before consent, Google Consent Mode v2 is built in, and each choice is stored as exportable proof, hosted in Europe. Installation takes about ten minutes. The plan is free up to 25,000 sessions per month, then €14.99/month up to 100,000 sessions. Our guide to [migrating from another banner](https://www.flowconsent.com/en/doc/migrating-from-other-banner) walks through each step, from reconciling services to removing the old plugin.

## Common questions on this topic.

[Write to us](https://www.flowconsent.com/en/demo)

### Is Borlabs Cookie free?

No. Borlabs Cookie has no free version, no trial and no demo. The cheapest option is the Personal licence at €49 per year excluding VAT for one website, with a 30-day money-back guarantee. If you need a free WordPress plugin, Real Cookie Banner and Complianz both offer one. FlowConsent is free up to 25,000 sessions per month and works on any platform, including WordPress.

### How much does Borlabs Cookie cost in 2026?

Borlabs Cookie is sold as a yearly licence by number of websites, with all features included. Personal costs €49 for one site, Business Small €79 for three, Business Medium €109 for five, Business Large €179 for ten, Agency Small €229 for 25 and Agency €499 for 99 sites. Prices exclude VAT. When the licence expires, updates, support, the scanner and the service library stop.

### Does Borlabs Cookie work on Shopify, Webflow or Wix?

No. Borlabs Cookie is available only for WordPress, and Borlabs says there are no plans for Shopify, Webflow, Wix, Squarespace, TYPO3 or other systems. If you run sites on several platforms, choose a platform-independent CMP that you add with a script, such as FlowConsent, CCM19, Cookiebot or Usercentrics, so that every site shares one configuration and one consent log.

### Borlabs Cookie or Real Cookie Banner: which is better?

Both are mature WordPress plugins with content blockers, a scanner and IAB TCF support. Real Cookie Banner has a free version on wordpress.org and includes staging licences, while Borlabs Cookie has no free version. For one site, Borlabs costs €49 excluding VAT and Real Cookie Banner PRO €59 including VAT, so the price is close. Compare the service templates each one offers for your plugins.

### Will visitors see the banner again after switching from Borlabs Cookie?

Yes. The new tool does not read the consent cookie that Borlabs Cookie stored, so every returning visitor is asked again on their next visit. This is expected and keeps consent valid, because the new tool records its own proof. Keep your Borlabs consent history as long as you may need to prove past consents, and remove the plugin in the same release so that two banners never run together.
